According to my Kaplan MCAT book, RNA polymerase can only read from the 3‘ to 5’. But according to the model the promoter region, where the RNA polymerase binds, is up stream in respect to the structural gene. so according to the model RNA polymerase reads 5’ to 3’ not 3’ to 5’. Can someone please clear that up

RNA polymerase does read 3'-to-5'. Therefore, RNA synthesis always occurs in the 5'-to-3' direction.

Models of genes and promoters are almost exclusively shown in the 5'-to-3' direction, but it is not showing the template strand. The gene shown in those models are of the coding strand, which just makes it easier to discern the RNA sequence that will be made.
