Would it be good or bad to talk about my mom having cancer currently for my personal statement?
In what way will you discuss this situation? Keep in mind that how you answer may give some readers and reviewers a concern that you are going to be distracted and cannot focus on your studies. There is likely a better opportunity to disclose this information.

If you choose to write about it, don't let it be the entire personal statement, but just a portion - such as what got you to consider it in the first place, or maybe you already were interested but this was a catalyst. ADCOMs want to see more to you than a particular situation. @Mr.Smile12 alluded to this already. School admissions don't want to see only that one situation and have a perception that that is the only thing going on and that it could consume you during school, which would push them away due to risk of being unsuccessful. I'd say it probably shouldn't take up more than 1/3 of your PS.
