For those that are on HPSP or have completed HPSP is the monthly pay taxed? How long does it usually take to get reimbursed for books and other expenses?

The stipend is taxed.

Navy book reimbursements have taken me anywhere from 6 weeks to 6 months. It is variable.

Army HPSP rarely takes more than 8 weeks to be reimbursed
