how to get a Pg seat

Hi, I was born in India but I live abroad currently and I have given up my indian citizenship for this country's citizenship. This country's medical degree is not yet recognized by MCI.. I understand I cannot sit MCI's screening test since I do not hold Indian citizenship. Is this true? Also how can I acquire a PG seat in India if this is the case? Do I have to apply through foreign category? Which Indian colleges have foreign quota and are possible to get into?
