Have a cousin who is 36 and looking to come to the US to practice, but she doesn’t want to spend 3-4 years doing a residency. Have other family members in their 20s with the same problem. Will this change any time soon or is it too hard-coded into legislation to change?

As a general policy i do not believe this will ever happen.

Such a decision would not be within the perview of one single agency and all the above listed would have their own dogs in the fight. Just that fact makes any movement very difficult to accomplish.

Gotcha. Just out of curiosity - what is the legal authority on this? Is it something that only US Congress can change? Or does it lie with ACGME? Or does it vary with each state’s medical board?
State medical boards and board certifying bodies.
