Houston CS scheduling

I am an IMG. My permit is valid until Aug 2020. I would like to schedule a test from Houston but I keep getting "There are no testing spaces available within your eligibility period. "
There are a lot of available spots in other places, such as LA, Chicago...
I would like to schedule a test for March 2020.
Has anyone faced with a similar problem? Is there a problem in Houston center or is it really full for whole one year?

Any suggestions for me? Wait for a month to see if a spot becomes available or take in LA or any other place?

Houston spots open up. It just the busiest center so you have to wait. If you can't wait you can use a third party scheduler like step2cs.carrd.co or step2schedulin.com

update,
On August 7th, June 2020 CS spots became available.
So, I was able to schedule one for June 2020. Nearly every day in June has available spots now.
So, they might be opening the whole months from time to time.
