H4 visa and residency

It's unclear, and fluid.
Traditionally, H4 visas were non-working visas. But in 2015 the Obama administration allowed, by executive action, many H4 visa holders to get EAD's which would allow you to work. Not surprisingly, lawsuits followed, and it's not clear that the president has the authority to change visa law. The Trump administration has not voiced a stand on this yet -- although Trump is relatively "anti-immigrant", he does appear to be pro-high skilled immigrant which is the H1b program. If the program is cancelled by the Trump admin, or if the courts were to find that the Obama Admin overstepped, it's unclear what would happen to those with H4/EAD's -- they would probably lose their work permits if the court were to find them illegal in the first place, and they might keep them if they were legal but Trump decides to stop handing out new ones.
Given those uncertainties, different programs might or might not hire you on an H4/EAD.
