Golgi and rER modified proteins vs only rER modified proteins

Hey, a fresh student here.
I was asked and couldn't find an answer - what differs proteins that are modified by rER and the Golgi by those that modified ONLY by the rER?

I believe the difference here is that the ones that are then modified by the Golgi are packaged differently for exocytosis whereas the ones that are not repackaged by the Golgi remain in the cell.
