Establishing state residency for tuition purposes

I was wondering if any of you guys who are were able to (or know someone out-of-state who has been able to) establish residency to pay in-state tuition after the first year? I'm considering between Univ. of Utah and Oregon state Univ. and I don't know which state, Oregon or Utah, is more lenient on this matter?

Some states it won't happen, while with others the pharmacy school will actually tell you how to gain residency for this purpose. Maybe try contacting the school/look it up on their site? I know in Tennessee it's pretty much impossible, where in Ohio the school that I'm going to actually had a guide for out of state people to gain residency after their first year.
 
Do your own research as to the state's residency requirements. Also email the admissions officers, they are usually helpful on the matter.
