59 questions boils down to about 1.5 minutes per question or 8-9 minutes per passage. Go back and take a look at where you're spending so much time.
You should work on this, so it won't happen, but on the actual exam, if you run out of time: Answer every blank question randomly. Don't leave unanswered questions.
Spending more time to get one or two questions possibly correct isn't worth leaving 18 questions unanswered.
Try different methods and see what works for passages. For example, if reading the passage thoroughly is taking you too much time: skip to the questions first and then skim the passage or relevant tables and figures.
Edit to answer your other question: Do not take the exam before you're comfortable answering all the questions and getting your C/P higher.
