Does anyone know what it takes to do specialist training in Ireland?

For a non-EU citizen who graduated (and completed internship) from a university from a non-EU nation, what is the realistic chance of getting a specialist training position in Ireland?

The main question is, is the process like in England where a college needs to prove that they do not have any EU applicants for the position before they can select a non-EU candidate or is the match more open?

Nope, you got it. some non-EU people are getting onto HST schemes, but... it's going to vary year by year depending on competition, economy and brain drain or brain influx.
