I did not do well in my anatomy II class but I'm taking it the second time wih an a or b, and got a c in biology I so far. An advisor at MTSU told me in order to stand out I have to major in biology in order to compensate for my other sub par grades in those particular science classes. Is that true? If it is not, I would like to actually major in Psychology.

It does NOT matter. From my experience, they really don't care which degree you receive as long as you do really well in your pre-req classes and keep your GPA above their requirements. Its really only a deciding factor if they need to pick between similar applicants spot (biology vs. p.e. major, etc.). It is a good idea to retake any pre-req that is less than a B. They will probably asked you why, as a psychology major, do you want to be an OT. As long as you give a good, honest answer, there should be no issues.
