Define "transfer student"

I am a currently a senior in high school & eventually plan to become a dentist.
The school I plan to attend is the Dental College of Augusta University, but there's something that's been troubling me. The site states that they do not accept "transfer students". Does this apply to a student from another dental school wanting to transfer into this school or someone who received their credits from a CC and transferred to a four-year university to finish the bachelor's?
