Cover Letter needed??

If a program requires you to submit a CV and a personal statement with your goals, reasons for applying to that program, etc.. Do you still need to provide a cover letter with your CV?

one program called for a personal statement but I put it in a letter format, it was kind of like a more elaborate cover letter/letter of intent. I hope this was an OK strategy.

Anyone have any other thoughts?
