Consensus on character word count for pre-writing secondaries?

I was pre-writing until I saw that GW's word count is 750 EXCLUDING spaces. I have been using SDN and other websites to get the secondaries but they only mention the character count and nothing about spaces.

How do I navigate this? Is GW one of the few schools that excludes spaces?

FWIW, of the ~20 schools I wrote secondaries for, GW was the only one that had this caveat. All other schools specified character or word counts, and did not say anything about excluding spaces.
