CDCA coverage for California next year?

In the official CDCA website, it says California is a potential candidate for CDCA coverage state.
I have heard different opinions about this from others, some saying that "nah.. they will not follow up to it" while others, like me, thinking if it is something to be neglected, why would they put it in their official.

What do you guys think?
