CCS Moving a patient from clinic to ER/Inpatient

If you have a patient with appendicitis in clinic that needs to be admitted, do you place basic orders, then transfer patient?
Or transfer first.. then start placing orders?
Does it matter?

Probably its too late, but you never know.

Do PE and order basic labs in the office and then move the patient to the ER. Don't have to wait for the labs. I could be wrong.
