Are assistantships generally offered before you are required to commit to a school?

Depends. Some programs will tell you your package before you commit. Many though are vague and say you will get some assistance, but they won't tell you before you commit. Why? Many programs do not know how much funding each student will get prior to getting a class chosen. They often have a general idea, but budgets are not always certain.

Your smaller programs that take less than 10 students usually have a decent amount of cash to spread around since it's a smaller pool of students. Larger programs usually it's not the same.

It also depends on where you rank in their list. If you were one of the top students they were going for then you will most likely get a good carrot dangled in front of you, but if you were more in the middle of the pack then it's a crap shoot.
