Applying to CA/West Coast FM from a East Cast FM Residency

Hi everyone. I couldn't find a good answer while searching for this, so looking for any insight by the experienced: currently a PGY-1 FM intern (DO) in a east coast residency. Enjoying my program, but I will likely aim to apply for jobs in Cali because that's where family is. If Cali doesn't work out, then somewhere on the west coast, and considering Colorado. I just don't know
1. When should I be looking for openings and applying in my third year?
2. I've heard that state licensing can take at least 6 months, so when should I take care of this? Probably not until AFTER I get a job?

My only requirement for the job other than location above is fulfilling the Public Service Loan Forgiveness requirements (ideally; have about 370k loans). Open to hospitalist, outpatient, wound care (shooting to get credentialed for this, including hyperbarics).
