you can tie yourself in knots worrying about hypotheticals, the bottom line is that if it doesn’t show up in your background check or on a cursory Google search it’s very unlikely that a program is going to randomly request records unless they somehow know that the records exist. So your real question is whether or not civil records will show up in your certiphi and at least based on an initial look it seems like the answer is no: https://www.consumerfinance.gov/consumer-tools/credit-reports-and-scores/consumer-reporting-companies/companies-list/certiphi/#:~:text=Here's%20what%20may%20be%20included,and%20federal%20criminal%20record%20databases.

If you’re still worried you could ask certiphi directly.
