This seems pretty straightforward. Your cons for FAU aren't really cons. Not knowing their steps score should have no bearing on your decision. The students lack of interest in your tour could be based on a million factors, none of which being related to FAU. Close to family, PBL (which you like), and P/F are all important considerations.

I'm from Florida and I think FAU is the better school if you are not planning to do rural/primary care type medicine. FAU seems to match better consistently. A lot of this whether you prefer the very small class size and lifestyle in south Florida/Boca Raton compared to Big state school/north florida lifestyle of FSU

I've seen some pretty impressive matches from FAU.
Other things to consider: condensed preclinical curriculum (a pro), grading scheme of third year (P/F is hard to set yourself apart), and of course price and cost of living.
