At least when I was briefly looking at these programs in high school, I personally consider Rice/Baylor to be the best for its' price. It is an incredibly difficult program to get into, I think possibly the hardest in the country. Rice/Baylor is only behind Northwestern HPME in terms of undergrad/medical school rankings I believe and is significantly cheaper. No MCAT is required for either program but ideally for Rice/Baylor, you want to be as close to a 3.9/2300 SAT score as possible (not sure if the SAT is still out of 2400 but it was when I was in high school).
