Individuals who are given induced hypothermia (targeted temperature management) for certain medical conditions, does the hypothermia cause unconsciousness or sleep at a certain temperature since their body processes are slowed down?

The short answer is: yes. The long answer is: there are no clearly proven benefits for CNS protection, so it should be used less and less in the future. What has clear benefits for the brain is normothermia (avoiding fever).

That's interesting information... so its the hypothermia itself that induces sleep and not sedatives?
