Any OOS that'd be good to apply to if I'm looking for low tuition?

Maryland has the opportunity for gaining residence (and in-state tuition) after the second or third year. I believe the same goes for Rutgers.

Notes: I am a re-applicant. My previous DAT score was 19 AA, 19 TS, 17 Bio, 19 Chem, 21 Orgo, 18 QR, 20 RC, and 23 PAT. I applied in November (don't even want to get into why that happened), and I had about 56 hours of shadowing. I received one C in Ecology cause my professor had a pinus strobus up his rear when he graded exams. Same semester I withdrew from Biochem cause I honestly couldn't understand my professor's Asian accent. Retook bio chem next semester after outlining the textbook myself, got an A-.
If asked about these classes, take responsibility for what happened. Putting the blame on your professors makes you look immature.

I know that... I was just kidding. Didn't think someone would grill me for it. The reality was that some family issues was causing me to lose time and become unfocused on studies (Learned my parents were divorcing and we were going to be moving to Florida from New Jersey). I know that regardless of a professor's accent or attitude, you're expected to achieve what the professor sets out for you to do and I tried to meet those expectations but fell short anyways cause I tried juggling too many things at once in my life. It was a time to help me re-prioritize aspects of my life.
