Philippine Medschool Foreigners fee / Out-of-state fee

Hafa Adai everyone,

Does all of the School of Medicine in the Philippines require a foreigners fee / out-of-state fee.

Majority of schools in Manila, if not all of them have foreigners fee. Outside Manila, they are not pretty strict about the fee but you do pay a little bit more for tuition fees.
