Is there any way to have access to unfilled positions after the match if I have not registered for the NRMP match? Thanks

couldn't you just sign up for NRMP, pay their fee, don't rank any programs and see the open programs right after the match is announced? or is this not allowed?

Yes. This is completely OK. I have heard rumors that you have to rank at least one program (which I don't think is true, but you get 20 ranks with your registration fee so no reason not to throw a name in there).

You've got one week to do it by the regular deadline and until 2/22/2017 to register (which will cost you another $50).

Pretty sure they're talking about the fellowship match, given that this is the other subspecialty forum. In that case, the deadline is passed. Match day is in 2 weeks.
