I'll be leaving a big group in a city to start solo in another city or at least go part-time. I'm currently on panels network for several plans. Will I have to go through a whole re-application process to be paneled with the insurance companies prior to accepting those patients in my new city?

Generally not but your practice will and the reassigning of benefits is a massive pain in the butt for medicare. For other plans, much easier. For most private insurers, you'll end up "adding a second practice location" which is easy. For Medicare/medicaid, bigger hassle.
