In order to practice Internal medicine, you must pass steps 1-3, CSA, TOEFL, and have completed an Internal medicine residency in the US. Irregardless of the fact that you have been licensed in another country as an Internal Med doctor.

The MPH may make you a more attractive candidate for residency, and may help you land a job after residency, but it does not serve as a substitute for the other requirements necessary.
