Calling on student's behalf

I was under the impression that during SOAP the programs are not supposed to be contacted by the applicant or on applicant's behalf. Though this seems to be rampant (deans of schools making calls on behalf of applicant). What is the explanation for this?

No enforcement, especially when there are SOAP applicants in an institution with open spots.

If someone initiates contact prior to the program, you could be sanctioned by the NRMP and prohibited from matching through their system for a period of time. Even though some people do it, don't be that guy.

Once a program initiates contact with the applicant though, then people can contact the program on that applicant's behalf.
