I'd never heard of it either, so I googled "one year masters degree psychology" and several programs popped up, so you should probably start there. Google will be able to give you way more information on the existence of such programs (though not quality). From my quick look none of the programs set you up to be licenced in any way - they're more like stepping stones to a program's more comprehensive program, or to apply for doctoral programs, or for people who want a crash course and maybe didn't take many psych classes in undergrad. Most of them in the small sample I surveyed are around 8-10 courses. Doesn't seem like they'd set you up for much except a plan to continue more school after.
