1st Independent DEA license with Suboxone waiver?

So, just obtained my independent state medical license, I want to moonlight at a drug and alcohol clinic. I need to apply for an independent DEA license (my first). I've taken the suboxone class and want to get the DATA suboxone waiver on my DEA...What is the process? Do I have to apply for the initial DEA license first and then the waiver? The instructions on the DEA website are not very concise.

As near as I can tell, you need the DEA license before you can apply for the waiver.

The good news is the DEA is pretty quick about getting your app approved.

Takes less than a week between submitting your application and getting your DEA. If only the state boards were so painless...
